It has been 45 years since Santos Rodriguez, a 12-year old Mexican-American boy, was handcuffed, and fatally shot, by a white Dallas police officer, for a crime he did not commit.
The Embrey Human Rights Program at SMU will soon offer a new scholarship in memory of Santos Rodriguez, a boy killed by a Dallas police officer in 1973.
